| Dr. Charles S. Weaver President and C.E.O, Neural Systems Corporation, 1990 to Present Member of the Board: Dr. Weaver received a B.S. in Mathematics from College of Idaho, and an MS. and PhD. in Electrical Engineering from the University of California, Berkeley and Stanford University, respectively. Dr. Weaver was President and CTO of NSC part time from 1992 to 1997, and then full time until the present. At NSC he was principal investigator and technical leader of the NIST grant. Since the end of that grant he has been responsible for the development of error detection correction algorithm development. Dr. Weaver joined Advent Systems in 1994 as a Senior Member of the technical staff concerned with signal processing and pattern recognition. Projects included: the processing of ASW magnetic signals, and digital processing of communication signals. He has been involved in the collection and processing of radar polarimetry data, and was the principal investigator on an SBIR project that developed high-speed pattern recognition hardware for the real-time classification of radar pulse types. The system was based on the Trainable Digital Logic (TDL) pattern recognition system, which was implemented in an FPGA for the Phase II demonstration. From 1988 to 1994 Dr. Weaver was Senior Member of the Technical Staff at Delfin Systems, where he was responsible for a series of projects related to neural networks. He was Principal Investigator on a project that developed TDL-based signal processing to detect and classify sonar signals. This effort was part of the DARPA neural network technology development program. He developed a digital data compression technique to achieve near optimum compression of telephone channels. He also developed new computer processing techniques for detecting low-level magnetic anomalies. From 1969 to 1988 Dr. Weaver was a staff scientist at SRI International. He developed technology for medical and NASA space flight instrumentation programs. He developed high fidelity digital audio data compression technology that resulted in a new company. He invented and was awarded a patent for the correlation optical filter, now a standard electro-optical device. He invented the decision tree neural network. Dr. Weaver is co-inventor and co-patent holder of basic TDL patents, and has been co-founder, Director, and President at Neural Systems Corporation since 1990. At NSC he was instrumental in further development of the TDL and NSC detectors as well as error correction algorithms for hard disk drive read channel and communications channel processing. Dr. Weaver has written over 30 technical journal articles and holds 20 patents. |
